Good afternoon, Mr. Chair. We thank the ADGMIN for considering the Philippines’ feedback in the development of the Framework for Promoting the Growth of Digital Startups in ASEAN.

The Philippines is steadfast in its efforts to support the growth of digital startups in the

Philippines through the Innovative Startup Act (ISA) or RA 11337. The Department of

Information and Communication Technology (DICT), alongside the Department of Science and Technology (DOST), and the Department of Trade and Industry (DTI), regularly convene to align and continuously develop high-impact programs that will provide benefits and incentives for startups and startup enablers. The Philippine Startup Development Program (PSDP) serves as the overarching program to strengthen, promote, and develop the Philippine Startup Ecosystem.

Relative to the Department's mandates and following the stipulations in our policy, the

Department will continue to implement its Digital Startup Development and Acceleration

Program (DSDAP) together with key stakeholders to boost the Philippine Startup Ecosystem.

On ADGMIN's vision of developing a framework for promoting the growth of Digital Startups in ASEAN, we are grateful to be given an opportunity to introduce strategies to be considered in the framework. These include:

1. Digitalization of startups and data sharing

2. Expanded funding opportunities across all startup stages

3. Inclusive growth of startups

4. Advancing the entrepreneurial spirit among women and youth

5. Mentorship and capacity building

We hope to foster an innovative culture and entrepreneurial spirit that aid in the digital transformation not only in the Philippines, but also in other ASEAN countries; which is why we would also like to take this opportunity, Mr. Chair, to officially invite everyone to the DICT’s Geeks On A Beach 2023, a gathering of the biggest global startup ecosystem players.

Geeks On A Beach is an international startup event which is conducted on our country’s very own scenic beaches. The goal of this event is to gather startups, startup enablers, and experts to inspire relevant innovation and strengthen the community of digital startups and its stakeholders. We hope to see you there this November 2023 as we all strive for a more innovative and dynamic startup ecosystem: locally, and as one ASEAN.
